ZCIEA PRESS STATEMENT ON THE CITY COUNCIL BAN OF KOMBIS FROM HARARE CBD THE KILLING OF INNOCENT CIVILIAN BY ZRP AND SERIOUS INJURY OF OTHER TWO PEOPLE
We the Zimbabwe Chamber of Informal Economy Associations express our disappointment and displeasure in the actions being done by the Harare City Council to force the currently impossible world class city status in Harare. This has now resulted in the death of two innocent souls who were Zimbabweans citizens with rights to enjoy a living.
All this is a result of adamant City of Harare leadership who do not embrace culture of citizen accountability. Such people must be removed from working in public institutions they are a hazard to national development processes. ZCIEA represents the informal economy workers in Zimbabwe and by such we cannot ignore this bad incident.
The unfortunate incident which resulted in two people killed and two other seriously injured shows that the Police are not carrying out their mandate to protect the public but instead are now taking lives on innocent civilians. Using gunshots on civilians was uncalled for, even though the driver defied their order. They put lives of the passengers in danger. This action by City of Harare is not new as they are ever at loggerheads with the informal economy workers raiding their wares and confiscating their goods.
Currently the Zimbabwean economy is highly informalised hence the presence of many kombis and informal traders operating in the CBDas this is a business that is bringing income not only to the owner but the driver, the conductor, the street conductors(tout) and majority citizens. This is some form of employment creation, and the move by City Council clearly showed that it does not have the interests of the people at heart whom it serves. This even clearly shows lack of planning on the council who are failling to put measures and structures to that can accommodate the ever increasing number of people operating in the CBD.
We cannot continue to ignore situations wehre certain individuals keep making decisions on behalf of the majority without consultative and productive engagements. It is a shame to realise that the City of Hare through its spokesperson Michael Chideme jsut impose a ban or put up an operation on the poor, innocent citizens of Zimbabwe who equally have a right to life and employment without any stakeholders consultations or without firt providing with a viable and inexpensive alternative for commuters. Such characters are a threat to societal development. We all want a happy, healthy, friendly and peaceful country full of accountabilityand human rights respect.
we condemn at the highest levelssuch act and decisions which put to danger innocent civilians. Currently the country has low employment ratio and the efforts by enterprising Zimbabweans must be repected at all levels. The City of Harare and ZRP must consider without any further ignoring the all stakeholders dialogue approach before any such actions are done. Zimbawe is for all Zimbabweans must be accorded the opportunity to live their lives without intimidation, abuse or threats. Perpetrators across their lines of authority must be brought to book both in City of Harare and Zimbabwe Republic Police.
